Designing Evidence architecture and Grant Processes for Circle India

Populi partnered with Circle India to design the evidence architecture and monitoring processes for their funding program that supports education entrepreneurs. We built the program’s outcome framework, clarified expected results across delivery, learning gains, organisational capacity, and financial health, and translated these into measurable indicators and milestone-based criteria that guide both implementation and funding decisions.

We also helped Circle establish streamlined grant processes covering eligibility, evidence requirements, reporting routines, and decision-making rules along with practical monitoring tools that entrepreneurs can use to track enrollment, program fidelity, outreach, and financial management. This work enables Circle to operate a more transparent, insight-driven funding model that balances accountability with learning and supports founders in strengthening their programs as they grow.
